How big is the software developer talent pool in Brazil?

Brazil has roughly 750,000 software developers, the largest pool in Latin America and among the ten largest in the world. It is not India-scale and nobody should claim it is; it is large enough that specialization exists at senior level, which is what actually matters when you are hiring three people rather than three hundred.

The domestic technology sector is genuinely large, which is the part U.S. buyers often miss. Brazil is not primarily an outsourcing economy — it has its own decacorns, its own banks running at national scale, and its own consumer apps with tens of millions of users. Engineers here have usually built products, not just delivered contracts.

Where the engineers are

São Paulo. By far the largest concentration — finance, fintech, enterprise, and the headquarters of most of the technology sector. If you need volume or a rare specialization, it is here.

Florianópolis. A deliberate technology cluster with a strong product-startup culture and a high quality-of-life draw that pulls senior engineers away from São Paulo.

Belo Horizonte. Historically strong in engineering education, with a dense concentration of back-end and data talent.

Recife. Porto Digital is one of the most successful technology-park initiatives in the country, and it created a real talent pipeline in the Northeast.

Porto Alegre and Curitiba. Solid enterprise and product engineering, with a lower cost base than São Paulo.

How engineers are trained here

Federal and state universities produce strong computer science and engineering graduates, and admission is competitive — the entrance exam culture is closer to East Asia than to the United States.

Alongside that, a large self-taught and bootcamp population entered the market during the 2015–2022 expansion. Quality varies enormously in that group, which is why screening the individual matters more here than in a market with more uniform credentialing.

Certification is more common than in the U.S., especially cloud certification, because it is a credential that travels internationally. Treat it as a signal of intent rather than of skill.

Where the depth is by stack

Deepest: JavaScript and TypeScript, Node, React, Java, .NET, Python, PHP, mobile — both native and cross-platform. These are markets where a shortlist takes days.

Strong but smaller: Go, Elixir, Kotlin on the back end, data engineering, machine learning. Expect one to three weeks to shortlist at senior level.

Thin: Rust, low-level systems, embedded, specialized security. The people exist and they are excellent; there are just not many of them, and we say so rather than running a search we cannot finish.

What the domestic market pays

Senior engineers at strong Brazilian companies earn well by local standards, and the gap with a U.S. offer is smaller than it was five years ago. This matters for a practical reason: the best engineers already have good options domestically and are not desperate for foreign work.

It follows that lowball offers do not get accepted, they just do not get answered. Pricing at the bottom of the market selects for candidates without alternatives, which is a filter that works against you.
